Lets say that you are connected to the internet. When you subscribe to a Windows 7 Theme RSS feed, your computer automatically downloads new images to a special folder whenever they are added to the Microsoft theme server. You will be able to see these new images when you use the dynamic theme.

Dynamic themes are cool, especially the good ones. On a sidenote, the RSS subscription is also possible for screensaver, which I find even more useful.
